PIPP Program – Percentage of Income Payment Plan - Please note: this program is currently on hold until further notice.

This year we are offering a new program to LIHEAP eligible households who have all electric service with Ameren.

Households who choose to participate in this program will be able to use the PIPP Plan to reduce their monthly energy costs and will get additional benefits when they enroll in the program.

Benefits will include:

  1. A set monthly, budget payment plan for your household which will continue for a year.
  2. Elimination of pre-program arrears (once per lifetime)
  3. Additional monthly benefits paid on your electric bill by Illinois Dept of Healthcare & Family Services (up to $1,800. annual limit)
  4. Financial Literacy training with MCCA staff, as needed
  5. Budget Assistance and/or other agency programs which will help you manage your energy costs

By enrolling in PIPP – it is important to understand that PIPP will replace LIHEAP assistance for the current year.  If you choose to discontinue PIPP or fail to make your monthly payments you may be terminated from the program, unless a payment agreement is made for the delinquent amounts.

If you terminate your PIPP agreement you will not be eligible to receive LIHEAP benefits until the next program year.

If your household currently has no income, you will still have a monthly payment and you must agree to come into our office to re-verify your income status every three months.
