Weatherization Program

Illinois Home Weatherization Assistance Program or IHWAP has started the 2013 program year and we currently have funding to weatherize about 100 units. If your home shares a roof with another home we will not be able to weatherize your home. Duplexes, townhomes, condo or row houses are considered multi-family building and we cannot weatherize them at this time. We are currently accepting applications for mobile home and single-family homes on a walk-in basis in the LIHEAP department of the Bloomington office. You must own your home; however rental properties are eligible if the landlord accepts the Weatherization program terms. After the initial assessment and a work order being generated, your landlord will be contacted about the landlord contribution.  Please contact the Weatherization Coordinator for questions on rental property and multi-family buildings. LIHEAP or income eligible clients can walk-in and apply in the Bloomington office (with walk-in appointments there may be a wait time or a limited amount of applications per day depending on staffing levels) or call the 309-829-0691 for an appointment in the Pontiac office. We will continue to take applications until we have enough files to exhaust the 2013 funding at which point you will be placed on a waiting list. You will need to bring ALL your documents or your application will be delayed in processing.

The current list of documents needed when applying is:

  1. Home ownership- tax bill, mortgage statement, deed, or title for mobile homes.
  2. Social Security cards- for every member on the application
  3. Most current gas and electric bill for the home
  4. Proof of income or proof of zero income for all persons over 18.

IHWAP income guidelines (200% of poverty):

1 person in home can make up to $22,340 per year

2 people in home can make up to $30,260 per year

3 people in home can make up to $38,180 per year

4 people in home can make up to $46,100 per year

5 people in home can make up to $54,020 per year

6 people in home can make up to $61,940 per year

7 people in home can make up to $69,860 per year

8 people in home can make up to $77,780 per year

Add $7980 for every person over 8

     In 2012 MidCentral Community Action closed out the American Recovery and Reinvestment Act of 2009(stimulus funding). The stimulus funding brought to the agency 3.1 million dollars that were invested in American made materials and kept American jobs right here in our community. We are proud to report we weatherized around 500 units and about another 300 units with our regular funding. With around 800 total units serviced in 3 years this was quite an accomplishment for McLean and Livingston counties. Upon completion of this funding Congress has decided to slash our funding by 67%. This directly affects how many people we can help save money on their utility bills. Please contact your representative/legislator and ask them support Community Action and the Weatherization Program. This is an amazing program that not only helps low-income families save money, it is vital to our nation’s energy security.
